Biden visits Minnesota & touts additional funds for cover crops

The Star Tribune posted a recap of President Biden's visit to Minnesota, and specifically his speech at a farm in Northfield. In the speech, Biden said his administration is providing $5 billion in investments to "tackle the climate crisis through climate smart agriculture and cover crops", among other initiatives. 
Questions still to be answered:
1 - when will funding be available?
2 - what will the requirements be?
3 - will it be available to all producers or only new producers like EQIP is?
